If a player hearing about CSGO for the first time has no idea what they're getting into finds only a public server running 24/7 CS_OFFICE with Warcraft Mods they might get a bad impression of what the game is. Why? Because in a similar vein to how social media needs to be moderated to prevent the bad apples from spoiling the bunch, games now need to be moderated to maintain reputation among the community. Perhaps you could blame companies for not using a hybrid model where players can host privately plus maintaining their public servers. Turns out the word "Erotica" is BANNED by Activision, and they synced their identity management with Blizzard it got flagged. If you would have seen what was happening in the chat pre-disable, you would understand why they thought this was best, it was creating a very hostile environment, it was the last thing any of us want when we're trying to relax and play video games. This is the most childish thing I've read today "oh I love this game but im going to quit playing because you disabled chat" If you are going to ban chat, ban it for everyone instead of just "players from some regions of the world."
